In response to a surge in local electric bike riders, Laguna Beach PD has implemented a safety and enforcement program to educate the public about traffic regulations, the various classes of e-bikes and age restrictions for high-speed electric bikes.
Like other bicyclists, e-bike riders must obey the same traffic laws as motor vehicles by stopping for traffic lights and stop signs, and yielding the right-of-way.
- It is unlawful to operate an e-bike or bicycle on any sidewalk in town, on the Main Beach Boardwalk, and within any City park.
- Helmets are required at all times for all bicycle riders under 18 years of age and for all riders of Class 3 e-bikes, which have a speed of up to 28 mph. Operators of all Class 3 e-bikes must be 16 or older.
- Riders may be subject to fines of up to $250 for bikes without working brakes or if they are under the influence of drugs or alcohol.
When officers contact bicyclists in violation of a bicycle related laws or who are creating a safety concern, it is documented via citation or courtesy warning, and the parents or guardian is contacted if the bicyclist is a minor.
